The Building Department, Department of Code Enforcement, is responsible for the enforcement of the Uniform Construction Code. The Uniform Construction Code regulates the administration of the code. BOCA, Building Official and Code Administrators, provides the technical requirements. These codes are not governed by the Municipality they are regulated by the State of New Jersey Department of Community Affairs.

The Building Department, as it is more commonly referred to, encompasses several departments within the Borough. A full time Department provides better service to our Municipality with the availability of the Construction Official during business hours.

Zoning Department: Enforces the Land Use Code, which regulates setback requirements for decks, pools sheds, height restrictions of dwellings and garages, building coverage, driveway widths, vehicle parking, patios’ sizes, issuance Certificate of Occupancies for the rental or sale of a dwelling, and the issuance of Garage sale permits. These requirements are regulated by the Borough and are instituted by Ordinance.

Property Maintenance: The BOCA Property Maintenance Code is used as our model code. These technical codes regulate the internal and external condition of one and two family dwellings as well as the multiple dwellings, (garden Apartments)

Planning / Zoning Board: This Board oversees the Municipal Land Use Code. The Board is responsible for granting Variances, Site Plan Approval and approval of Subdivisions of Property.

Board of Health: This board enforces the New Jersey Sanitary Code, and is charged with ensuring the Public health and safety of the Municipality.

PERMITS AND INSPECTIONS, WHEN DO I NEED THEM?

Many home owners are not aware when a permit is required. Whenever a homeowner undertakes either renovations or additions to a dwelling or is installing or replacing a heating appliance, water heater, installing an electrical fixture or fixtures or outlets they must first obtain a permit for the work. A phone call to the office should be made prior to the work commencing so that we may provide you with the proper applications and/or information. The reason for the permits is a simple one. It is to insure adequate maintenance of buildings and to adequately protect the health, safety and welfare of the people and to ensure COMPLIANCE with the applicable regulations. The codes are ever changing and sometimes a homeowner may not be aware of these changes. We insure that the work is performed properly and in a workmanship type manner.

SOME HELPFUL HINTS WHEN CHOOSING A CONTRACTOR:

Always obtain three estimates for the work.

Avoid solicitors who say that they can clean a chimney or repave your driveway at a reasonable price if you do it now. That most probably means that they are not insured and if the workmanship is poor you will not be able to find them after the work is completed.

Prior to making your final selection contact the Building Department to see if the Contractor is registered. The Borough requires that all contractors register to ensure that they have the proper insurance and that we could locate them in case of problems.

It is the contractor’s responsibility to obtain and pay for all required permits. The contractor is also responsible for scheduling all inspections. Some contractors have said that it is less expensive if the homeowner obtains the permits. This is not the case the permit fees do not change if the contractor obtains them.

It is a State Law that FINAL INSPECTIONS be performed prior the releasing the final payment to the contractor. The back of your yellow permit placard, which is placed in your window, indicates the proper state statue !
